[1.32b] "Steal Tech" political strat does not steal tech

The political pack strat "Steal Tech" states it attempts to steal linear technology points.
I'm using it on a regime ("Roqellier Commune") which is more advanced on a couple of linear techs (Conventional Gun Optimization, Ice Mining Economization), and yet on a crit success the strat states there is nothing to steal.
