I know that Allies get no supply in Russia while Russia has not surrendered but once they surrender and allies conquer previous Russian land do allies get supply and income. Did not see this in manual. Thanks.

The Allies will receive supply of 3 (maximum) from Soviet resources both before and after the USSR surrenders.
