[FIXED] Forming up

Has anyone seen the behaviour where a formation takes off and expends their entire fuel load forming up. I have even seen a flight head to refuel still forming up. They never head towards their target to carry out a strike cause they never end forming up.

Please provide a scenario or save file, this doesn't tell us anything

As requested. Note the F35s near the tankers to the North of Aruba.

It works correctly in the last beta. Also in B1825.
You are still running B1676.
Loading the scenario will hang CMO for some seconds.
