NM Question relative to capturing/losing a city

Not clear how this works ....

So an example from northern france

- germans take Reims, helps german NM ?, hurts french NM ?
- British retake Reims, hurts german NM, helps who ? britsh or french NM ?
- Germans re-take Reims, helps german NM ?, hurts who ? The brits who retook it of french NM ?

Only German and French NM will benefit or suffer.

Major power resources have an intrinsic NM value (which you can see on the pop-up menu in the game, below their supply value). This only matters if the resource is captured by the enemy. Thus, if the Germans capture Reims, 12 NM points for it will accrue to Germany and will be deducted from France. If an Austro-Hungarian unit later moves through Reims, the 12 NM points will go to Austria-Hungary, until another German units moves through Reims. If it is recaptured by the Entente (say by a U.S. corps), France will cease to lose 12 NM points per turn, but it will not gain more NM points. Nor will the U.S.A gains any points.
