TOE upgrade just stays same.

You must be showing a screenshot from a game started with an earlier version. In the OB file I have (from 1.04.16), the 42a has been shifted to 48 support (noted in the whatsnew changes), and the 43a has only 32 support (couldn't find a whatsnew note about this, but it does appear to have been changed in the data). So it appears the difference is reduction of support. I'll move this to the data area (eventually, unable to do it right now).

I am playing this game, perhaps for a couple months now, so same as previous note.

Just want to note my game is also 1.04.16 version, perhpas still stuck in a previous one

As Joel says TOE(s) may have changed slightly recently. But in any event (whether with TOE change or without), there is a rename happening which is done by changing the TOE (this is how you do it for many units - especially if they are ones that can be built).

OB upgrades are not always new equipment, sometimes its just a name change.
