[b]RBC[/b] damages rail?

Hey there people: I've found a small nit to pick with TOAW4. I'm told that my rail damage is 0% but I'm finding broken rail in places. The only thing that happened in that hex was my RBC'ing Soviet units. So I suspect the RBC mechanism as being in need of a tweak. Other than that everything is going just fine.
