Unexpected behavior with R&R units

I have observed some unexpected behavior in the US campaign, Scenario 5 (Deathmatch) involving units that enter R&R due to readiness. In the attached screenshot, several low-strength US armor platoons were in R&R while in urban terrain; a collection of armored/mechanized WP units are approaching the urban area in Move Deliberate. The WP armor unit that is attempting to enter the urban hex seems to be prevented from engaging the US armor (due to visibility or some other reason), but also is unable to enter the hex. The US armor also does not engage the WP units while in R&R.

The screenshot shows the same laydown but with the armor units switched to Screen from R&R; after being switched out of R&R, the armor began engaging the WP units as expected and received return fire, while the WP units began to move into the urban area and through it.

Is this behavior expected for these circumstances?

Yes. Units in R&R will not engage, though will return fire if fired upon.

Understood - that part makes sense; what I was more concerned about was the (apparent) inability of the WP units to enter the hex or fire at the US armor until the US units began engaging (due to being placed in Screen). The lack of WP firing can be explained by not spotting the US units, but I'm not sure why the WP units wouldn't advance into the hex (unless it was due to a standoff range setting in SOP)?

Standoff would be my guess, yeah.
