[FIXED] 1892 Phalanx to ineffective?

Phalanx only mange 1 or 2 shots against subsonic missiles and each shot only has a 1% chance to hit.
The test scenario has two diffrent types of missiles but with the same result.

In the case of the Phalanx the nominal PH is much higher than with the guns, but there is a 60% penalty due to lack of director, when there is a working director, the AN/VPS-2.

Hit probability reduced by 60%.Target is missile with pop-up terminal manouver - hit probability reduced by 25%Final Ph: 1% Result: 55 - MISS.

Are there also hidden penalties?

Every one of my Phalanx results are now only 1 percent.

There was a problem related to LOS checks which resulted to the Phalanx mount never being able to use its FCR against the targets (this affects all similar systems, not just the Phalanx). This has been fixed for the next update release.
