Every cat is black - HQ 3/18 arrives on map at 1% readiness. If I order R&R it offers 43% after 30 mins, but if I increase to 31 mins it only offers 14%. What is happening here (a save game will not show anything more as it is the orders phase immediately after arrival so screenshots attached).
