Supply Source in an Exclusion Zone

Does placing a supply source in an exclusion zone still emanate supply and protect it from being entered/eliminated by the opposing Force, or does it prevent the flow of supply?

I believe it depends upon which supply rules you use. Old Supply: The former. New Supply: The latter.
