TEST-96 Torpedo Unable to Attack Surface Targets

In the Apocalypse Now scenario in Tides of War, the Vietnamese Kilo subs have TEST-96 torpedoes (#1094) that cannot target ships even though the Database Viewer suggests they are capable. The screenshot shows a case in which the HQ 187 Ba Ria-Vung Tau was 3.6 nm from a hostile ship, but the TEST-96 (loaded in 2 tubes) is not listed as a suitable weapon. The image was taken with v 1.10 b 1900.5, and the corresponding save file is attached.

this is WAD, in the provided scenario the sub weapons are on hold against surface targets.
Once you change the ROE
t the weapons are on magazine but not loaded, you need to open the Weapon control form and give Reload Priority to the weapon. Once that is done the weapons can be fired.

I think you are looking at the wrong weapons. My OP was about the TEST-96 torpedoes (loaded in tubes), not the SS-N-27 missiles (not loaded in tubes). The HQ 187 sub has WCS(Surface) set to Hold only as a way to prevent automatic fire.
In the Tides of War campaign, the Vietnamese Kilos are mainly encountering enemy ships. (I think only 1 scenario has a threat of Chinese subs). Yet, the Kilos have no ASuW torpedoes at all, leaving them just with the two SS-N-27 Sizzlers as an offensive threat. I doesn't make much sense that these subs would be out patrolling for enemy ships with 16 ASW torpedoes and 2 ASuW missiles.
The intention may have been that the TEST-96 torpedoes are supposed to provide an additional ASuW capability for the Kilos in Tides of War, since the DB3000 entry lists surface ships as a valid target for these torpedoes (see my OP). But in DB3000 v 515 at least, these torpedoes cannot target surface ships.
