This has been posted about before somewhere. It has to do with a couple of units that show up there. I think that they are a HQ and a Logistical unit but I don't remember which ones they are.

Yes it's exactly that
I've isolated the unit in a small village, like this I can operate free in Sevilla
I understand the problem will be fixed in next release ?

It is supposed to be in the next release. It should be released soon but there are more issues that have been found and need to be fixed - or so I have been informed.
