[UNDER INVESTIGATION] Missing Units in Campaign Mode

I've been running Tides of War in campaign mode and reached Scenario 5 (One Vision, One Identity, One Community). The top image shows the South China Sea as seen at the start of this scenario in campaign play (checkpoint). The second shows the same area when running the scenario in standalone mode. Note that in campaign play all the ASEAN subs and ships are missing from the scenario. None of them were damaged or sunk earlier in the campaign, so it is not clear why they are missing. The same thing happens in scenario 6.
I've attached a file with both the original scenario 5 files (standalone mode) and the scenario 5 checkpoint file in campaign mode.
