I noticed that I am losing population to neighboring majors with whom I have no treaties. In the past a free movement treaty allowing population movement was required for this, I thought. Has something changed? Population also moves around between my cities and the free folk towns, just as it always has.

I re-read Section 5.3.20.5. I think what I saw violated these rules. I need to dig up an old turn and check.
