Retrofitting madness

In my pre shadows Rising game, I was once again finacially crippled by obsessive retrofitting of explorers and constructors and bases. I was fighting the Rift Striders, but the game was prioritizing refitting non combatants and bases over filling up my new fleets and refilling combat losses.

What I realized was that this appears to be a timing issue rather than a priority issue. Specifically, the accounting thread checks for and authorizes upgrades before doing anything else - whether that is autobuilding ships to fill up fleets, building new planetary buildings, offering diplomatic treaties, (re) building bases, or suggesting ship builds outside of building up fleets (this includes colony ships). The only thing that it doesn't appear to superceed is building planetary armies. I have a much more cost effective game when I keep auto build of ground units low.

I support the suggestion that upgrades be made a yes / no / ask for control and debugging purposes. I also suggest that the timing be refactored so that retrofits are at the end of the thread / stack / queue, instead of the beginning. And I repeat my request for being able to choose a minimum amount of money to stockpile before autobuilding anything - either 37.5k (diplomatic gift), 50k (colony ship and some expensive one off planetary buildings), or 75k (limited terriforming, 2 diplomatic gifts).

Thanks for the report. Do you have a save you could share showing the situation?

Yes, but it is in an earlier build (pre SR release) so finding it and sending it to you will take some time, and require you to run it in a previous version.

I can try to replicate in SR, but not until the pirates hate me has been addressed.
