B1900.23 GBI not activating IIR Seeker

In the attached scenario the GBI missiles will not activate the IIR seeker and are unable to destroy the incoming NK missile.
Tested in db v519. Added 2 more radars (SBX-1 and AN/FPS-132) and the result was the same, so not present in the scenario.
