Headquarters as casualties

Hi, I'm new, and I have a few "new guy's" questions.
When a headquarters unit surrenders, what happens to the leader?
When a headquarters unit shatters, what happens to the leader? Does it make a difference if the HQ unit is surrounded or out of supply when it shatters?
In 1941, when I'm steaming for Moscow and Leningrad, I tend to bypass out-of-supply Russian HQ's that don't obstruct railroads. Any downside to that?

I believe that whan an HQ is captured or shattered, the leader is considered to have escaped in a light liaison aircraft. The only time leaders seem to die is when you hit them with an airstrike or Hitler or Stalin has them wacked.

Isolated HQ's are no threat because once out of supply, they cannot be moved. There is no plotting for HQ's either.
