Started a new Scen 19 pbem as Japan and my pilot reinforcements are green!! Zero pilots vary from 40-48 in skill while my last Betty pilot had 35

This is in mid may 42 and Scen 19 is supposed to produce better Jap pilot reinforcements.

Have I missed something or is this a major bug?

Same game.

67 FS has 13 aircraft and 50 pilots
VMF-212 has 19 aircraft and 9 pilots.
Both are at Nouema.

The experience rating is reasonable at about 50 but
what will happen down the road?
