Bombardment times?

Can someone clear up for me what the numbers mean in the column for time of arrival of artillery bombardment. I've read the paragraph in the manual about this several times and I'm very confused.
For instance, what exactly does 1.4 mean and 2.1, etc?
Please help!

I don't mean to be disrespectful, but...
If you're seeing delay times of 1.4 or 2.1, then to me it means you aren't using a Forward Observer (FO) unit to call in your arty strikes.

Delay times of 0.1-0.2 will arrive at the end of your current turn
0.3-0.5 will arrive at the end of your opponent's turn.
1.0-1.2 will arrive at the end of your next turn
1.3-1.5 will arrive at the end of your opponent's next turn
etc
Bombardments that arrive sooner tend to be shorter.
If you plan a bbmt for 2.1 it will arrive at the end of your turn two turns from now and will have a good, long bombardment with several shots falling. There will also be a good long residual bombardment at the end of your opponent's turn following.
If, after this, you move the target and the fire falls at 0.2 delay, you will notice that the number of shots that falls will be smaller than in the previous bbmt.
