HE penetration

Hello gamers,

I'm intrigued by the HE constant penetration value despite the range;
offcourse, at the first view the HE penetration isn't affected by range, but the reality is another. The speed of shell is important to see what distance is travelled into the armor before the fuse detonates. At high speeds (all above mortars and other low muzzle shell speed) the HE penetration is a range constant !!!!!!!!!!!!!!!
At low ranges which means high speed the shell have an extra time before the time needed to activate the fuse (offcourse it means 0.00x seconds, but isn't negligeable).
For example, in OOB an romanian 10cm M13/34 FH have 30 mm HE penetration value. Which is almost exactly if we considering a non-speed explosion; but when consider the fired shell which travel at almost 2300 feet/seconds the HE penetration maximum achieved is 38 !!!!
Now, to be realist: in battles only 1 mm of armour can make the difference between life and death.
So, I am for the introducing the HE penetration not constant !!!!

I think they are only considering the explosive value of the charge inside the shell. I am guessing they are ingnoring the kinetic energy of the shell due to the fact HE shells are fragile (as compared to AP) and the casing would break up on impact since they are really designed to fragment rather than penetrate.

Of course, I could be wrong but the above makes sense to me! ;)
