Alert Reinforcements

In my current campaign game as the Soviet I have been rather free in taking cities I am not supposed to take. Up to last turn I had allowed 54 Alert reinforcement points resulting in 9 German units (2nd Pz, the 2nd Fallschirmjaeger and one artillery).
I'ts midgame (Turn 29). Last turn I took Purpurova Balka (SE corner). Due to the turn it should have resulted in 4 reinforcement points and 15 replacement points. By my calculations this should have resulted in either the next Alert artillery unit, or at the worst the 60th PG appearing.
When I started up this turn I went to check on what unit(s) I had freed up. It appears that EVERY remaining German alert unit is now headed my way. All 13 of them! NO other cities changed hands last turn.
One thing that DID happen was the pocket was formed. Sort of. All roads south are now in my control and the last bridge over the central river (east of Lisyanka) was blown by my German opponent.
Are there automatic reinforcements that appear when the pocket is formed? I don't remember seeing anything about it. If not, HOW did I manage to release 3 full divisions and an artillery unit with just 4 reinforcement alert points?
Other info...human opponent, all settings neutral. Random weather.
