It only happens in WIR (3.3), Pac War and HPS Tigers on the Prowl, on my win 98se laptop.
The text is partially visible, but obscured (mainly the numbers)
But can't play any of these without reading the numbers!
thanks for any help

I had the same problem
Your video card wont support EGA mode
I never did find a fix for the problem

Please see my prior posts on using DOSBOX, a dos emulator. It includes ega bios level font and graphics support, and also maximizes dos conventional memory (useful in WinXP). It allows WIR to be played inside a window or full screen. Download current version here:
http://dosbox.sourceforge.net/download.php?main=1
There is a learning curve; please read instructions (really very simple vs. the learning curve for WIR). It is the only way WIR (or PACWAR) can be played on many modern laptops.

It's a monitor problem not VGA-card .
I have a 233MHz system moved from CRT to TFT monitor and Bang ! - Pacwar/Wir and some other old games have only partially readable text and other stuff .
This Dosbox thing does work but slow

DOSbox works for me on my laptop, which would not display WIR without it. You can speed up the DOSbox configuration with CNTRL F12 and use frame skip with CNTRL F8. These are DOSbox features.
