First PBEM game question (no action phase replay?)

Ok, I'm tired of the AI and go for the Human opponent. I try two games, one as allies and one as Japanese. Now, I realize that who ever sets up the game is the Japanese and is designated player #2. However, it seems that in both games the Allied player doesn't get the chance to view the action phase, and he can't even review the combat reports. The only indication of action and casualties are the intelligence reports (which just lists abstract total casualties). Am I missing something or is this actualy a game design?

when the Japanese player sends the file to the Allied player, he sends the Combat Save file also.

And the combat report text file, just in case the replays get messed up. (Happens vary rarely!!!)

Have a look at the 'Bugs report and problems' sub-forum, there is a new threat on the same subject.
