Trying to form large pilot squadrons

Please help!!
I'm trying to make squadrons with a large numbers of pilots.
eg: 24 A/C with 48 pilots to keep fatigue down.
When I disband a squadron at a base with another squadron present, all pilots and A/c go into that unit. Now I have 1 squadron with
48 A/C and 48 pilots.. so far so good.
Now the next turn, I have that same squadron with 24 A/C ready, 24 A/C reserve, and 24 pilots???? and the experience levels have gone waaaay down. My pilots have disappeared. To the pilot pool? I Don't know.
However, sometimes when I do the exact same thing, I'll end up with 48 pilots and 24 A/C ready, and 24 Reserve (what I want).
If I move the unit to another base, I'll end up with 24 A/C ready,9 reserve, and 48 pilots.(again, what I want) Why does the game do the "disband squadron" function so erratically?
