I just downloaded this game recently, and I'm a bit confused about units attached only to the army commander. As already noted on this forum, it doesn't seem possible to order these units as a group, and although it's possible to transfer them to a corps, it doesn't seem possible to transfer them back again: the army commander isn't listed as one of the possible targets of a transfer.

So the game can assign units to the army commander, but the player can't. Odd.

They were designed to be reserves to be attached to a corp I believe. The Army Commanders only deal with the Corps, and add bonuses to those corps they are attached to
