Japanese air transport of troops

It is usual for the Allied player to fly reinforcements to attacked bases with C-47 and it works well.
I recently tried to do the same with IJN several times. And the result is that when you try to tranport an INF RGT, the support squad are flown first and the INF squads later. So it's of very little use.
On the other hand if you try with a SNLF or a Naval Garnison, it works well. Combat squads are flown first.
