Dropping Paratroops

How do I drop the Japanese paratroops? I've tryed loading them on transport aircraft but the game won't let me target an enemy base. Is this possible? Thx.

IICR the command is "Troop Transport" to th target hex.

takes some playing around with .. I finaly was able too..
