P1Y Frances what is this good for?

I'm thinking Naval Search/ASW Patrol. Seems like there's no point committing them to suicidal Naval Attack without a torpedo to deliver.
Maybe you even have enough to cover the whole convoy route from DEI to Japan?
Just musing out loud ... Still in Dec '41 in my Jap campaign.

It is posted on Spooky's site and is a historical scenario with several hundred fixes.
It is the Grand Campaign, scn 15.
