Looks like a Hard HAt diver with one of those Japanese Pole Charges they used for Anti-tank. I guess they were to exit by sub, walk into a Harbour and plant a Min or use the pole bomb as a Suicide attack on anchored shipping.

You take the explosive thingy on the end of the stick, place it against the hull of the bad guy and proceed to turn yourself and hopefully some of the other fellows into fish food.

But officially:
The frogmen team member has a long grip mine.

When landing crafts passed over frogmen's head, they

They can dive during 6 hours.
They were called "Fukuryuu" which I think is what they said when told their mission...
