Anyone have any idea why Dutch ML's at Soerbaja can't load mines? The base has plenty of them...?

Those mines you see in the city screen are the minefield protecting the harbor NOT mines available for your ML's. You must go to a size 10 port to refill your minelayers[:D]

In the begining of the war, you could only reload in Sydney, Karichi, Pearl, or the US. The port needs to be huge or have a MLE which do not exist in the begining of the war.

For Scenario 2 we make Trimcomale a size 9 port and for sceanrio 15 we made Diamond Harbor a size 9 port so the Brits would have a port to reload mines.

Welcome to the School of Hard Knocks ... Exactly the way the Allies learned in 1941, why should we be any different? [;)]
