Have a PBEM going with someone. I am Japanese. Should I see what his recce aircraft see in regards to naval spotting? It will say so many japanese ships spotted. Doesnt make sense that I would know how many ships he saw.

I'm pretty sure this is intended. It was the same way in UV. I think the idea is that your own ships know when they've been spotted. They see a Catalina buzz them, and they radio to headquarters that they've been spotted. Admittedly, you "know" a bit more about the enemy's knowledge than you might in real life, but it seems like a reasonable compromise to me.

If this troubles you, you'll be far more annoyed with mines! The game will inform you when enemy ships strike mines 1000 miles from your nearest soldier, ship, or plane. This design choice was apparently in response to player preferences. People like knowing that their mines are doing something. Again, there's a bit of a compromise: you see that a ship is hit, but you have no idea how badly.
