Possible problem with CVs getting replacement pilots when at sea...

Hi all,
I got my WitP on Tuesday and until now I was just goofing around in game while I was thoroughly reading the manual and tutorial (yes I am one of the people who read manual first [:D])...
Today I started to play Scen#4 (South Pacific - Hypothetical) vs. AI because I am 100% familiar with UV (expert I might say) and wanted to start with something I know.
If you start this scenario you know that some squadrons in it (I played as Japanese) come with damaged aircraft at the start of game.
This means that they don't have enough pilots in squadron.
Example:
Carrier squadron "EII-2 Daitai" begins with 17 ready a/c and 5 damaged and this means that there are only 17 pilots when game starts.
Therefore when aircraft repair the squadron draws pilots from pilot pool to have exact number of pilots as they have ready aircraft.
According to manual (15.2 "Air Units" - page 193 when you read PDF on your computer) the aircraft based on ship can not receive replacements when at sea.
Well... in game I played my CVs were at open sea and they received their missing pilots there...
Is this possible bug (or manual is not correct)?
Should replacement pilots be received when the CVs are at sea?
