Leaders with "0,0" ratings

I was playing the August 45 scenario of the Russian invasion of Manchuria as the Allies versus the AI-Japanese and I got a couple of early surprise failed attacks. When I took a look at the troops I noticed that some of the infantry and armored units had leaders with "0,0" stats. The more I checked around, the more I found. I started to replace the "0,0" leaders with regular leaders, and the same "zero-zero" leaders kept on moving on to other units. Finally I got all the units redone that needed it and thing worked much better afterwards.
What this tells me is that from now on I should pay more attention to the leaders in my land troops regardless of which scenario that I play.
(BTW - the landlocked locations of ships and subs in that scenario are quite funny, but I think that has been mentioned before.)
(BTW 2 - I don't see how the Russians can hope to get enough points to win within the historical time frame. It takes way too long to move anywhere.)
(BTW 3 - I checked the same starting condition as the Japanese player against the AI, and I found that I had nearly 1000 victory points less as the Japanese than the AI did at the same point...hmmm)
