AI High Altitude Attacks vs ships are useless

When I was first playing the long campaign, I was horrified when I noticed Saigons level Bomber attaking my bombardment fleet.
I was relieved when I realized that they hit nothing.
But they kept on attaking -taking serious losses - and they kept on not hitting !!
I understood that they attack level was about 13.000 to 15.000 feet.
I put my level bombers down to 5000 feet and usually score several hits during an attack, without having more losses than the Ally KI.

I think this is somehow unballanced and should be fixed. KI medium level bombers should attack their targets at a reasonable hight in order to score some hits.

At 5000 I bet your fatigue levels are very high now.

Level bombers are not designed for attacking ships. Any time you see alevel bomber attacking a ship it is a desperation move. Dive bombers and torpedo bombers are for attacking ships. If a level bomber ever hits a ship it will be because of wild luck.
Level bombers are designed to hit targets slightly larger than ships... like cities. The American bomber pilots in Europe used to brag that they could hit any German city... if it was large enough. [:D]

Well level bombers can be effective against TFs docked in port, provided they have reasonable exp levels.

The real problem here is that the AI just sets all bomber squadrons to Naval Attack/Airfield Attack for the whole game. Even the ones in China ...
