This may have been asked before, but the manual isn't as clear on it as I would have hoped.

I'm still not sure how the system is coming up with the PP distrobution. And I don't know if I'm reading it right. Is there such a thing as having NEGETIVE PP's in a command?

It's possible for the Allied player if he doesn't send back British ships and the cost in PP is more than his current level.

Was the commander transfered to Boston?
