Multiplayer CTD will not timeout

When running a server, I have noticed that if anyone CTD while connected, the server will not time them out. I can ban a user to remove them, however, I cannot unban them without shutting the server down, and seleting the corresponding .cfg file. This pretty much sucks on a persistent server. If I try ban list on the web interface, it just shows me /users. Am I doing something wrong?
