I started playing the 1945 scenario and noticed that US West coast based aircraft carrier have more than 110% of their maximum cap. Can planes operate normally from this ship?

They can fly off of the carrier to another location but they cannot conduct operations so to speak.

IIRC (I am at work)

110%: The max that will land on a CV as an emergency
115% The max that can fly from a CV
200% The max on a CV, even loading it in a port by crane and unloading in another port by crane (ie no carrier ops)

I concur with the suggestion to read the manual. You will enjoy and get more out of the campagin/scenario you are playing if you read the manual. I have had the game for almost a month now, and I have read the manual (front to back) about 15 times. I still have questions, but from what I have seen, the more familiar you are with the game, the more specific question you can ask, the faster someone can give you a correct reply. Just my opinion.

I read the manual remembered the 110% rule and rule about loading double capacity of planes on ship same as in Pac War, but not the 115% rule.

Rules Section 14.5 Air unit supply (under logistics) discusses this. Air Unit Supply? Hmm. Not the first place I would have though to look, but that's just me. I poured over air units and sea units before thinking about logistics. (Actually it showed up after searching for "115%."

I think that what you have found is what I would call a wart instead of a bug. In any Scenario I play I change all US carriers to give them an A/C capacity of 92 with any 1944 or later upgrade. This should allow you to operate up to 105 A/C which is what happens to US carriers in 1945 once you refuel them. I played the 1945 Scenarion when the game first came out and it is a real pain to remove part of the historical CAG just to make the game work.
