What the heck "2by3" means?

Means there are 6 developers?
Do they have a 2 feet by 3 feet working place??
Or are there two developers with 3 heads???
Two one-thirds of a developer, and God knows where is the last third??
Or is that a pun to "Too by tree"? (do they live by a tree?)
This game gives me sooo many doubts!!

It should read something like: "2 By 3 Games was founded by three game industry veterans, Gary Grigsby, Joel Billings and Keith Brors, to produce highly detailed computer wargames that are fun to play, and give endless hours of heated debate in the forums."
