Starting the scenario 'Battle of Arnhem Bases' I noticed
that it starts with quite a different set of resources (playing
axis) - it's either:

1st SS Pz Div with 1st SS Pz Reg and 1st PG Reg and a Recon Battalion

or

6h FJ Reg and KG Walther Reg and KG Hoffman Reg

or

59th Inf Div with 1034th and 1035th Regiment

This seems to be random and quite a different set of resources to tackle
this scenario with (simply restarting the scenario a couple of times
results in a different 'division' setup)

Is that intended?

Yes. Sure is. The opposing side force mix is also randomly chosen. So you won't know what you're up against each time you play it.[:)]
