Can the axis troops defeat the allies in france and in italy?

It's only posible to delay their advance - sometimes it's better to manually shatter the Front by removing all units out of this HQ ( better than loose 80% of equipment) .

That doesn't make much sense to me, why is that?

this is a pretty feeble explination, but i'll try anyways. i'll correct it as i get the 'complaints'!
the italian and west fronts have 'events' which happen generally around the same time as it really did historically. for example, around june 6th, 1944 in the game the west front will very likely shatter, and if this happens all the units in the west front will take heavy casualties (i guess 80% as mentioned above). you can 'try' to hold off or prevent the shattering by making sure germany has more 'unit points' in the front than the allies have, BUT the later in the war it is, the more points you need over top of the allied total to prevent the event from happening.
every single turn the game checks each front to see if either shattered, and as the war goes on the allies get 'bonus points' as well over top of their points, so in order to overcome that possibility germany has to put a lot of extra troops in to hope the front doesn't shatter. i guess leadership ratings of the front commanders come into play too.
anyhow, i'm not sure if it is known if the events are still automatic on the dates they happened (since the game has been reworked and all), but if you don't have the nerve to wait for the event to happen some people would rather empty the front hq out and force the event to happen, thereby not suffering ANY losses when the shattering event occurs. once a front hq shatters it is safe from another shatter event for 4 to mabe even 6 weeks or more, so i guess you would now be prepared in advance for the next shatter without having lost all those squads.
i'm sure that's considered 'gamey', but on the other hand i guess "if you ain't cheatin', you ain't tryin'!"

I'd call this not gamey but a strategic retreat especially with Southern/Italian front .
