Why is that when I click on a base that has opposing forces on it i cannot chosse any of my forces for orders?

It is a known problem with the filters. When you click on a base that has both your and enemy forces on it, look down at the bottom of your screen. There will be unit icons there, that you can click on instead to give orders.

I will try that. (Silly Me) I never look down.
