Avengers using bombs only for port attack?

Did I miss a rule in the book or something?

I port attacked Palau last turn with 6 CV's (heh) from 2 hexes away. My Avengers either launched torpedos and got 0 hits (highly unlikely imo with about 80 attacking), or they launched bombs instead of torpedos.

As I said, I was 2 hexes away (should be in regular torpedo loadout range) my Avengers were all set to Port Attack, Altitude 5000, Nav search 0.

i remmember reading in the manual that it depends on the amount of shipping docked at the harbour whether or not the TBs will carry torps

Torpedos in a port attack are a dice roll.

I believe torps only work under Pearl Harbor Surprise situations, as ALL ships would use torpedo nets/booms to make themselves torp proof when in port.
In port attacks Torp bombers should load as levil bombers.

Torpedoes are only used in port attacks about 50% of the time.. It is a random roll, so nothing is guaranteed.
