Can anybody tell me HOW to move supplies from a port-base to a land-locked base? Is there something special that needs to be done?

No, it just wont happen in large numbers, it isnt how the game is geared, one way to move supplies if you want a larger pool at a certain base is to move a HQs there, they attract supplies.

I havent tried setting my HQ's to future base to see if that moves supplies yet though.

So then there's no way to move supply to bases in Burma and India? I have plenty of supply in ports but in inland bases where I'm fighting there's no supplies.

Look at the rail network ... dump the supplies at a port that connects to the inland bases. It will get pulled there.

if you have transport aircraft and the base you want to supply has airfield 1 or higher
use them to transport supplies and or troops

even level-bombers can be used for supply transport right?

or, like said above, dump supplies at closest port, and have a HQ leech some to where u want it.

Command HQs drag lots of supply to any base they occupy, assuming there is a source within range.
