Japan and Soviet Union questions

I read somewhere that Soviet Union can not declare war on Allies. Hmmm. I guess it's designed to be an Axis versus Allies game without any possibility of a third faction war (I wonder how Finland is handled, since they flopped back and forth).

Can the Soviet Union REMAIN neutral IF Germany does not attack, or will Soviets be at war automatically by June 1941 or some other fixed date. Why repeat Hitler's blunder in attacking Soviets? Can Germany not attack and REMAIN at peace with Soviets?

2nd question - At what date is Japan at War? Again, maybe we don't have to get Japan to attack USA. I'm wondering what would happen if Japan did not attack USA in 1941.

USSR goes to war with German only in Winter 43 if Germany has not attacked. USSR goes to war with Japan in Summer 45 if Japan has not attacked them.

US goes to war with both Germany and Japan in Winter 43 if the US has not yet been attacked. If either Germany or Japan attacks the US, the US declares war on both.

We plan on changing it so that USSR can declare war on Japan only after Germany surrenders. Winter is the first turn of each year in WaW.
