Anarchy in the Territories???

I'm wondering if for example an Axis power captures a minor country, and then completly withdraw, will the territory be thrown into chaos and anarchy?
I ask this because I'm looking over Churchill's "The Second World War - Triumph and Tragedy" final volumn regarding the Germans' withdrawal from Greece and other areas of the Balkans. In Greece, there was anarchy as several Communist factions fought over for control of the government. The British responded with sending several divisions and actually had to attack and fire upon the Greek forces that only a few weeks before had been Britain's friends in fighting the Nazi occupation.
This also happened in other areas, as well as Southeast Asia and China.
So it appears that the game has only two opposing sides Axis or Allies, so if one side withdraws from a territory is there chaos or anarchy there? Or is it a free walk in the park for the other side to march right in and capture the territory.
How is this handled in the game?
Is it true there is not a 3rd "faction", namely Communism? Seems that towards 1944-45, Britain and US had other concerns than just defeating the Axis, but in how to hold down the spread of Communism.
Just wondering...

Certain territories will be up to their armpits in partisans if the conqueror doesn't garrison it properly. This can have dire consequences if the territory lies in your supply chain -- nothing like damage to rear area rail system to ruin your day.

But what if you decide that you need to pull troops out all together for another area? Do the partisans fight ANYONE that comes into their territory? What if the WA enters the territory? Do the partisans attack them as well as they did the Germans?

No (and no wargame in my bookcase has done this either)
So Partisans are an extension oft he WA forces but AI controlled?

Partisans are not "controlled" as such. They don't appear on map as movable units. They just do damage - to the supplies, rail network, resources... I am not sure if they can damage a factory as well, but I wouldn't be surprised [:D]
If you're really that careless to let them go wild, they will even attack the military units once in a while (they never attack air or naval units though).
To surpress the partisans you have to garrison conquered areas. Partisans (like the guy in my sig [:D]) are such a PAIN in the ASS, they are major reason why I don't play GE at the moment - I just can't stand them destroying my stuff.
If you completely leave the area with partisan acitiviy - then, yes, one could tell it gets thown into anarchy. [:D] Partisans will destroy everything (supplies, resources, factories), and that's it. If you leave area without any partisan activity - nothing will happen.

thanks for the explanations. Can the partisans be destroyed completely from a territory? You did mention suppressing them with Garrisons but what about wiping them out, or will they just keep coming back?

They will always make an appearance, thoughhow well they succeed will depend on your garrison...they will never entirely go away....let me tell you, they can be a total pain in the butt if you ignore them by lightly defending your rear areas....

Does quality or quantity matter for garrison duty? Can you use thos ehandy Italian militia as opposed to prime German troops or is a qualitative measure also important?

Garrison and anti partisan duties are the main purpose of militia units in this game (as in real war).

Yep....so the crafty German player will not sacrifice his Italian/Rumanian/Hungarian militia by throwing them into combat, because he's going to need them to garrison conquered Soviet lands.

OK, which areas have partisans? If you are talking 3 month game turns then we are talking what, a line from Leningrad to Sevastapol then everything west of there + Yugoslavia in Europe and India, Australia, New Zealand, New Guinea, N Burma, Phillipines in Pacific? I know Oleg loves Tito (from his sig) and he is valid partisan activity, but in most toher areas (especially the European ones) Nazi sympathizers balanced partisan activity.

Partisans appear in:
Eastern & Western France
Low Countries
Norway
Yugoslavia
Eastern Poland
England
Various Parts of the USSR
But not everywhere with the same intensity! Partisan activity is related to population factor.
It's important to differ between partisans and militia. Reading about them, without experiencing them, I assume you may confuse them.
Militias appear automatically in certain cases (whenever any "homeland" is attacked). Thus militia appears when Germany lands in UK, or when Germany or Japan are directly invaded. Militia appears in Chinese areas *whenever* they are attacked by Japanese. SU has "one off" non recurring militia mobilisation after the first Barbarossa turn. And, of course, you can always produce more militia (note that Becket did just that in latest AAR).
Militias appear as movable, proper units on map.
Partisans nevera appear as units on map, they just eat your stuff from the inside, like termites.

I quoted above regions from one old post on the board, but I think partisans also appear in China and Phillipines (perhaps somewhere else as well? can't remember right now).
