Playing tutorial and I ave noticed with town names on they will be one color but have the opposite color flag. Is this the way it is supposed to be?

Flags next to town names indicates the side that can capture the town for bonuses (alert units, alert replacements, VP bonus).

It should be the other side (can't capture a town your already control!).

Okay, there is a lot to learn here. I finally got the manual printed so hopefully some of these I can answer myself.
