In tao4 german PAra moved next to a frozen unit and at Stavolot, I think.. and it stayed frozen!!!!!

Are you able to provide a savegame showing this? To track down this bug we need a little more to go on. Even a repeatable set of steps to reproduce the problem would be ok.
