Question on Targeting LCUs vs. Base Hexes

Could someone point me to an explanation in the manual or otherwise explain:
Why is it that sometimes when I give march orders to ground forces I can (apparently) point to and target a specific enemy LCU in a hex:
"xxx will march to 108th RAF..."
and sometimes, even if I point at a spotted enemy unit, I will receive:
"xxx will march to Tavoy..."
The intuitive implication seems to be that, in the former case, I am telling my troops to go after the enemy unit wherever it is in the 60 mi. hex, and in the latter case, I am ordering my troops to take the base... but...
Have I missed something?
