Fighting this campaign like Germany, i just finished to conquer the village in battle four, with all victory hexes in german control and 98% russians units destroyed.
But the result was a draw. For me, it was a decisive victory.
I usually receive this result, what I´m doing wrong?

Pretty simple, really. Your losses out weigh the value of the victory hexes against the Russian losses. Try achieving the same results but keep your losses to a minimum. WB has preached this to us over the years and it always makes sense.

Also keep track of your battle scores. I forgot the exact mix but I think you need 6 to 1 or greater ratio to earn a DV against the AI.
