He is usually pretty quick about it, but Ron dumped a bunch of OOB changes on him about 2 weeks ago so no telling. Missing ships etc.

Heck, you can still take it for a test spin. It is the best by far. I only have a 3.1 Beta going at the moment. No time left to start another.

Since Lemur's version is OOB changes, and 1.3 has few OOB changes it shouldn't really mater right? Other than the Mine Sweeper ships given at the beginning to overcome a bug that is.

I would not think so, but you can always load her up and take a look and see. I would think that just a few things would change in the OOB.
